A graduate of the U.S. Coast Guard Academy in Marine Engineering, Capt. Gilbert (ret.) served for 25 years, commanding 2 ships.

    

Retiring as the Incident Management Chief for New England and New York, he was then appointed as a Federal Coordinating Officer with FEMA, Region I. 

    

Mr. Gilbert was designated by the President of the United States to manage federal resources during six major disaster declarations & two emergency declarations in Vermont, New Hampshire, Connecticut, & Rhode Island. He is certified as a Lean Six Sigma Blackbelt in Quality Systems Management.

David Smith

Mr. Smith, a leader within the cybersecurity field, has worked with all levels of law enforcement, emergency management, operations, and intelligence community.  

    

Recently serving as the Executive Director of the Rhode Island Emergency Management Agency (RIEMA), he was at the forefront of the State of RI becoming the first state to engage in cybersecurity planning and safeguarding against advanced threats.

    

While serving as the Police Chief for the town of Narragansett, RI, he developed the regional beta system that evolved to become the statewide 800 MHz trunked radio system that is Project 25 compliant.

Mr. Catalan has over a decade's worth of experience in the fields of cyber security, digital forensics, cyber intelligence, and network exploitation.

    

He held technical leadership roles in the defense industrial base & U.S. intelligence community supporting classified offensive and defensive cyber operations and forensic investigations.


Catalan is also a Professor & Research Fellow at Salve Regina University in Newport, RI teaching graduate level Digital Forensics, Intelligence, and Penetration Testing courses. He is a member of the International Society of Computer Forensic Examiners and holds multiple cyber and forensic certifications.
